The old location was under Computer/C:/ Users/ Public/ Games/ World of Warcraft (and then /Interface/ Addons). If you use Windows, check both locations. The new Battle-net desktop app runs it from Program Files x86. I was updating addons under the Users location and scratching my head as to why none of my addons updates were in there. All of my data was copied into the Program Files x86 folder, but the old location was not deleted. When running WoW I was seeing the old addons copied into the Program Files x86 folder during the update, and it was not noticing or copying the stuff I was putting in the old Users folder.
Also, R clicking the desktop folder and viewing its location, as shown above, was not working for me since I was using an old shortcut to the Users version.
Unsinsored, A problem people often encounter with installing addons is when they download them, they come in a compressed format. When you extract them, they usually go into a folder with the addon name. Inside that folder then is another folder with the addon name, and that folder contains the actual addon files. If you copy the dual folder structure to your Addons folder, they won't work. The addon folder you move into InterfaceAddons has to have the addon files, not another addon folder first. Something that might also help clarify things would be to do the following. It sounds complex/time consuming but isn't really. I just tend to use alot of words:D This will produce a list of what addons are in the folder: 1) Open the dos command prompt. Typically you would click start, choose run, then enter cmd into the run box, then press Ok or enter. 2) Navigate to the game folder: cd program filesworld of warcraft (assuming it's on the c drive, and depending on how exactly you installed the game. ) 3) Go deeper: cd interface You should now be inside the interface folder which contains all the addons code folders. You can check this by typing dir.

You should see 1 folder called Addons. Which contains all the addons you've installed.
4) Now execute the following command: dir /b /s addons. addons.txt 5) Using explorer (file) open go to the same interface folder and double click the addons.txt file you just made. It should default open with notepad. 6) Copy and paste the bare listing of the folder names for your addons here Basically it generates a list of addons in the Addons folder and their exact path names. It will produce more info than needed but it will quickly gives us a snapshot of everything and might reveal a subtle problem.
PS: Is it possible that while exacting the files you did so with different access rights than when you installed the game? Ie: typically the game and addons are installed as administrator.
If there is a mismatch there might be a problem in the game seeing what you extracted. Actually, it might be my bad- I assumed something that might not be true- if you haven't ever used the dos command box you wouldn't know this part: When you move around the hard drive in the dos command box, you use the command cd to changedirectory. Since the folder names can be multiple words, the easiest way to do so is: type cd prog but then press tab once. It will autocomplete the exact right name of the folder.
If you press tab more than once you will cycle through all the various folder names. Once you see it fill out the exact right spelling of program files press enter and it moves you to that folder. Then type cd world and again press tab until it autocompletes the exact right name for the game folder. Then type cd interface Then type cd addons Once inside the addons folder, run the command as stated before.
